About Joel

Joel Campos has been a resident of Stanislaus County for most of his life. Joel grew up in Modesto, where he attended Stanislaus Elementary, Prescott Jr. High School, and graduated from Thomas Downey High School in 2007. He attended Modesto Junior College, and later graduated from CSU Stanislaus with a bachelor’s degree in geography. Joel earned a Master of Urban Planning degree from San Jose State University (SJSU).

After graduating from CSU Stanislaus and before SJSU, Joel joined the California Army National Guard (CARNG). Although formally a water treatment specialist, Joel has served in many roles in the CARNG, including 3 years on the state’s Military Funeral Honors, honor guard team, and completed a yearlong tour in Iraq as a Chinook helicopter door gunner. He was promoted through the ranks and currently serves as the First Sergeant of a HHC 749th CSSB in Benicia, CA.

Joel also serves his community as a Senior Regional Planner at the San Joaquin Council of Governments in Stockton, where he supports the cities and county of San Joaquin receiving and programming local, state, and federal funds to deliver transit, active transportation, and various other transportation-related infrastructure and pilot projects.

Joel met his beautiful wife Jazmine in the CA Army National Guard where they connected over their faith. Jazmine served 12 years. They have two daughters, 8 and 3, who love going to local parks and taking evening walks as a family. Joel takes his commitment to his faith, family, and community very seriously, and is excited to pave a new path forward as a Modesto City Councilmember for District 1! 

The people living in our city without housing need innovative leaders who will provide programs that can help them become contributing members of our community. I support low-barrier shelter programs that will connect our homeless population to resources that work. Participants in these programs should be expected to maintain employment and commit to sobriety, as these steps are crucial for achieving lasting stability and independence.

Modesto residents deserve a leader who is experienced in the development of city roads, transportation, and other vital infrastructure. As a regional planner, I have worked in securing competitive grants that alleviate traffic, expand public transit, and promote public safety on the road. The city of Modesto needs an advocate who will ensure more of our tax dollars make it back to our community.

There are great opportunities in Modesto to introduce new businesses and industries while also ensuring existing businesses can grow and entrepreneurs can succeed. As a member of the council, I will work to commit more funds toward beautifying our city, making it more appealing to new businesses. I will also work to streamline the planning process, reduce fees for businesses, and bring local businesses to the table as we improve city infrastructure. I will work to keep taxes low; and I support lowering costs that place burdens on the citizens of Modesto.
